Purpose of the Bid Qualifier:  To determine which teams will receive the Delta Region's bids to the National division of the Junior Olympic Volleyball Championships in Salt Lake City.  Winning teams are obligated to compete at the JOVC or face sanctions from USA Volleyball and the Delta Region.

Format:  Double-elimination match play.  (2 sets to 25, 3rd set to 15)  With only one champion being declared, this format should result in the best team (at least the best team that day) winning.  In the event the loser's bracket team wins the finals, an "IF" match consisting of one 25-point set will be held (teams switch sides at 13.) 

Due to the wide geographic expanse of the Delta Region (and the fact that many of the teams have not played each other), no seeding will be attempted for this event.  Teams will publicly draw for position at the coaches' meeting and must be prepared to play or handle officiating duties.  Failure to have a registered team representative at the coaches' meeting will result in that team being given the last remaining position. 

Forfeit penalty:  Teams must be available to play at their assigned time.  Matches may not start early (due to the number of matches a team could potentially play consecutively)  A forfeit will be declared at scheduled match time.

Failure to officiate penalty:  Teams not available to fulfill their officiating assignments in a timely manner (R2, linespersons, scorekeeper, libero tracker and visual scoreboard operator) will forfeit the first SET of their next match.  R1 will be provided.  Teams who fail to fulfill their officiating assignment will be sanctioned by the Region with a $200 penalty.  Club director and coaches will be unable to register teams or compete further in the Delta Region until this penalty is paid.

Rosters:  Coaches must sign off on their rosters prior to the beginning of their division's play.  No player may participate in more than one age division of the 2005 Bid Qualifier.

Ball in use:  Same ball being used at 2005 JOVC.  Molten Soft-Touch (13s-18s) and Molten Lite (12s).  Game balls will available for purchase at the end of the Bid Qualifier for $25 on a first-come basis (checks payable to Delta Region.)

12s Division:  Since the JOVC does not allow a step-in serve, it will not be permitted at the Bid Qualifier.

JOVC Entry Deadline:  Winning teams only have a few days to submit rosters on-line with TIVA or face the loss of their bid.  See Delta Region office for details.   

Awards:  Since the purpose of the Bid Qualifier is to specifically award the Delta Region guaranteed bids to the JOVC, no additional awards will be presented to teams or players.  Regional champions will be crowned on April 30 in Memphis at the Delta Regional Championships.
